The Highway Design Process consists of the following major phases:
- Preliminary Preliminary Design (30%)
- Plan-in-Hand Plan-in-Hand Design (70%)
- Final Final Design (95%)
- PS&E Delivery PS&E Delivery (100%)
- Ad/Award Advertise and Award Phase

Instructions
