Results of a Systemic (Risk-based) Study of Pedestrian Safety in Tribal Areas

Motor vehicle crashes involving pedestrians are rare events that often result in high-severity consequences. Because these crashes occur infrequently, it can be difficult to plan infrastructure improvements and justify their funding. This webinar will share the results of a research project sponsored by FHWA. The research establishes risk-based safety planning tools to evaluate infrastructure in Tribal areas for pedestrian safety.

In tribal areas where safety data is often lacking, there is still a need to prioritize investments and provide justification for funding. Risk-based safety planning is one way to make informed safety decisions and develop justifications. In this webinar, hear from several speakers who will share an approach to risk-based safety planning for tribal areas.

The Federal Highway Administration, Office of Tribal Transportation Planning will host virtual office hours to provide technical assistance and facilitate dialogue that results in a Frequently Asked Questions (FAQ). Additional sessions are scheduled in Jan 2025, and Mar 2025, and registration information will be available well before each respective session.

Tribal Transportation Program Coordinating Committee (PCC) Updates – Presenter: Jacque Hostler-Carmesin, Vice Chair, PCC
The Tribal Transportation Program Coordinating Committee is the recommending committee (25 CFR 170.135) established by federal regulations, to provide input and recommendations to the Bureau of Indian Affairs (BIA) and Federal Highway Administration (FHWA) concerning the Tribal Transportation Program as detailed in Title 23 U.S.C. 202. The committee consists of 24 Tribal regional representative (two from each BIA region).

New Program Review Effort

A Highway Safety Specialist position could help the Tribe implement the transportation safety plan, organize community outreach, process crash data, and other duties related to highway safety. The purpose of the webinar is to announce the publication in the Federal Register of the TTFBP Notice of Proposed Rulemaking (NPRM) and to discuss some of the proposed amendments in 23 CFR part 661 since the last update in 2008. Also, to inform the Tribes on the upcoming three Tribal consultations; the dates and locations.
The proposed rule would update the existing Tribal Transportation Program Bridge Program, formerly known as the Indian Reservation Road (IRR) Bridge Program, by renaming it the Tribal Transportation Facility Bridge Program (TTFBP) to comply with the changes made in the Moving Ahead for Progress in the 21st Century Act (MAP-21), carried on through the Fixing America’s Surface Transportation (FAST) Act, and the recent changes made by the Bipartisan Infrastructure Law (BIL), enacted as the Infrastructure Investment and Jobs Act (IIJA).
The CFI Discretionary Grant Program team will provide outreach to Tribal applicants that are interested in this program. The program is currently accepting applications and the closing date for applications is May 30, 2023.
The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a new competitive grant program created by President Biden's Bipartisan Infrastructure Law to strategically deploy publicly accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work – urban and rural areas alike – in addition to along designated Alternative Fuel Corridors (AFCs)

Speeding - traveling too fast for conditions or exceeding the posted speed limits - is a contributing factor in 26 percent of all fatalities. In 2020, there were 38,824 fatalities on our Nation's roadways, of which 11,258 were speeding-related - increased by 17 percent from the previous year. Speeding is a safety concern on all roads and for all road users. Although much of the public concern about speeding has been focused on high-speed Interstates, only 14 percent (1,344) occurred on interstate highways, rural and urban combined, while 86 percent of speeding-related fatalities occurred on non-interstate roadways. Speeding is a complex issue involving engineering, driving behavior, education, and enforcement. FHWA is the lead agency accountable for the engineering actions.

The questions to report on are similar to previous year, but the platform for reporting has changed and this webinar will guide you through the changes. This webinar provides an overview of the Tribal Transportation Program Online Reporting Tool (PORT), used to collect Tribal data on projects and activities funded through the Tribal Transportation Program.

Please join us to learn about FHWA’s relationship with Tribes and experience the unique and diverse Tribal cultures through the projects that they are implementing in their communities.

Funded by the Federal Lands Highway Division (FLH) of the Federal Highway Administration (FHWA), the purpose of this research project is to document and evaluate the integration of project planning and data sharing into transportation planning practices and processes within public land settings. The report highlights the importance of collaboration between transportation system owners and the need to establish clear roles, responsibilities, and feedback mechanisms to ensure effective implementation of these partnerships.
While the benefits of data sharing are clear and numerous, there are several barriers to coordination and little information or guidance on how to partner across public lands and transportation agencies. The deliverables from this research have begun to address the lack of guidance and provide information on how to overcome the barriers. The case studies in Appendix 1 provide examples of successful planning and data sharing partnerships for others to learn from. The case studies and Technical Research Panel helped the project team identify information gaps that were developed into functional tools, listed in the table below. The final toolkit contains these 11 tools that cover data governance, data types, and implementation work plans to support long-lasting partnerships.

Financial Internal Controls for Alaska TTP Programs

This training introduces attendees to TTP Financial Internal Controls and provides an overview of single audit requirements. It includes a summary of compliance issues and common audit findings specifically for Alaska TTP Programs. The discussion will include understanding, assessing, and testing internal controls that relate to successfully managing TTP programs. Best practices for financial internal controls from across the TTP program will be examined to help your program identify gaps, define risks and mitigation strategies, and ensure accurate reporting.
