The final module discusses evaluation as an integral component of implementation. It is necessary to plan for evaluation with regard to aims, objectives, evaluator, indicators, methods and dissemination of results. Evaluation planning should precede implementation. Advocacy groups can have a significant role in creating conditions that foster the implementation of pedestrian safety measures.
