DATA COLLECTION PARAMETERS AND MEASURES OF EFFECTIVENESS: Field observations are conducted before and after deployment of countermeasures at site to obtain required data to derive the Measures of Effectiveness (MOEs). Data are collected to identify the effectiveness of the selected countermeasures at each site. Different types of data for evaluation of different countermeasures are listed in the following section. Crash Frequency (Pedestrian Crashes/Year), Crash Severity (Distribution of Crashes by Injury Type/Year), Pedestrian and Vehicle Conflicts, Percentage of Pedestrians who look for Vehicles before beginning to Cross, Percentage of Pedestrians who look for Vehicles before Crossing Second Half of the Street, Percentage of Captured Pedestrians, Percentage of Diverted Pedestrians, Percentage of Pedestrians Who Pushed the Call Button , Pedestrian Not Completing Roadway Crossings, Percentage of Pedestrians who begin their Crossing during WALK phase, Pedestrian Signal Violations (Crossing during the DON'T WALK Phase), Percentage of Drivers who Yielded to Pedestrians, Pedestrian Delay, Vehicle Speed, Vehicle Delay at Intersection/Midblock Crossings, Other Required Data

Abstract:

The goals of the program are to deploy and evaluate countermeasures (that were identified and developed in Phase 1) to help improve pedestrian safety and walkability (and reduce/minimize risk). The intent of this program is to serve as an example of what would lead to the implementation of successful pedestrian safety countermeasures across the nation. Some of the countermeasures deployed in Phase 2 have been selected in consultation with Florida (Miami-Dade County) team and San Francisco team. This is to permit a comparative evaluation of countermeasures at three different locations in the country.
