Introduction

The Nevada Federal Lands Access Program (FLAP) has provided funding to state and local transportation system owners in support of federal lands access improvements since 2013. FLAP supplements state and local resources for public roads, transit systems, and other multimodal transportation facilities, with an emphasis on high-use recreation sites and economic generators. From 2013 to 2021, Nevada has received approximately $80 million in FLAP distributions which have resulted in several transportation infrastructure projects around the state.

Currently, projects funded by the FLAP are identified through a competitive process where non-federal applicants propose projects, these projects are evaluated against a set of criteria, and final selections are determined collaboratively by the state’s Programming Decisions Committee. While the FLAP Request for Proposals process has advanced critical transportation improvements across the state, a more structured approach to identifying unmet federal access needs would help ensure program funds are directed towards projects that will measurably improve access and provide the greatest benefit to all partners. A “pipeline of projects” will provide decisionmakers with a tool to better understand and anticipate federal lands access needs in Nevada, for FLAP funding, and beyond.

Goals

1. Conduct a needs assessment to identify unmet access needs to federal lands and develop a framework to prioritize those needs. This assessment will result in a set of documented unmet federal lands transportation access needs in Nevada which will inform future FLAP decisions. 
2. Provide policy and process recommendations for how federal lands access needs can be better coordinated and communicated with the existing statewide transportation planning process. The hope is that a more comprehensive planning process will result in leveraging resources for shared transportation needs.

How to Engage

Nevada is a large state with millions of acres of federal lands. We need your help to identify unmet access needs to federal lands. The following are opportunities for your involvement:

1. Attend the project kickoff meeting on May 9th, 2022.

2. Attend a stakeholder workshop to discuss unmet federal lands transportation access needs. We will hold three in-person workshops around the state. You are requested to attend only one workshop that is most convenient for you. While in-person attendance is requested, we will try to accommodate requests to participate through video.
   1. Workshop 1 in Elko. The meeting will be held on August 17th, 1:00 to 4:00. The meeting will be held at NDOT offices, 1951 Idaho St. in Elko.
   2. Workshop 2: Reno/Carson City. Date and location TBD.
   3. Workshop 3: Las Vegas. Date and location TBD.
