Abstract:

This report is a reference document on safety for use by transportation planners. It serves as a companion to the National Cooperative Highway Research Program’s (NCHRP) Report 500 Guidance for Implementation of the American Association of State Highway and Transportation Officials (AASHTO) Strategic Highway Safety Plan. The report describes an overview of transportation safety, the potential roles that transportation planners can play to advance it, a framework for incorporating safety into the transportation planning process, available sources that may be accessed to fund safety programs, and a menu of possible safety strategies. This report will be of interest to transportation planning staff who wish to more effectively incorporate safety into the planning process and improve safety on their transportation systems, including state departments of transportation, metropolitan planning organizations, and other organizations involved in transportation decision-making. It is being distributed electronically via the Transportation Planning Safety Working Group, FHWA, and other web sites.
