HSIP Online Reporting Tool

The Highway Safety Improvement Program (HSIP) Online Reporting Tool (ORT) supports the annual HSIP reporting requirements. States are required to complete annual reports for the HSIP and the Railway-Highway Crossings Program (RHCP). States must submit these reports to the respective FHWA Division Office no later than August 31st of each year. The reports are then submitted to the FHWA Office of Safety by September 30th. As of the 2016 reporting cycle, all States are required to use the HSIP ORT to submit their annual HSIP and RHCP reports.

The HSIP ORT accommodates three distinct user types: State reporters, FHWA reviewers, and general users. The State designates one reporter as a "super" reporter, giving them the ability to submit the report to FHWA. Both agencies also have the ability to designate general users, who have "view-only" rights to the reports.

The HSIP ORT is available via FHWA's User Profile and Access Control System (UPACS). All HSIP ORT users (i.e. reporters, reviewers, and general users) must establish a UPACS account. The HSIP ORT consists of a series of questions that are completed by State reporters. The questions align with the current HSIP Reporting Guidance and RHCP Reporting Guidance. The responses to these questions constitute the annual HSIP and RHCP reports.
