On October 10, 2023, Brian Fouch began serving as the Office of Federal Lands Highway Associate Administrator, having served in an acting role since June 1, 2023. In this role, he provides senior executive level leadership for over 700 employees who design and oversee the construction of an annual program of over $1B in highway projects for federal agencies and state partners. In addition, the FHWA Office of Federal Lands administers a $500M federal-aid Tribal Transportation program for federally recognized tribal nations.
In September 2018, Brian Fouch was appointed the Director of the Office Preconstruction, Construction, and Pavements. In this capacity, he provided leadership and policy direction to guide the administration and implementation of key areas of the Federal-aid Highway Program. His office was responsible for program areas dealing with highway design, construction, construction contract administration, and design and construction of pavements.
Starting in 2012, Brian served as the Safety Design Team Leader in the Office of Safety Technologies. In this position, he led and directed a professional staff in developing national policies and programs to advance FHWA and U.S. Department of Transportation (DOT) initiatives to reduce fatalities on the Nation's highways. Prior to 2012, Brian served 3 years as the Assistant Division Administrator (ADA) for the Iowa Division. As the ADA, he provided leadership and guidance to the Division and Iowa Department of Transportation in administering federal-aid highway programs. Brian has served in other leadership positions in FHWA, including the Field Operations Team Leader, Safety and Traffic Operations Team Leader, Safety Engineer and Area Engineer in Tennessee. Prior to joining the Federal Highway Administration, Brian served as the Materials and Research Engineer for the West Virginia Department of Transportation. Brian joined FHWA in 1997 as a Highway Engineer Trainee. Brian holds a Bachelor of Science Degree in Civil Engineering from Virginia Tech and is a registered Professional Engineer in Tennessee and Virginia.
