This toolkit is oriented toward Federal Land Management Agencies (FLMA) and Tribes to provide them with information, ideas, and resources for conducting and implementing RSAs within a safety program. The guide discusses possible ways to overcome common challenges that FLMAs and Tribes face related to staffing limitations, funding constraints, and other unique conditions that prevent resources being devoted to roadway safety.
This toolkit includes information regarding conducting RSAs, common safety issues and potential countermeasures, and incorporating an RSA program within the project planning process under a broader safety program. Several sample worksheets and other materials are available within the document as a starting point for agencies. Examples of programs and experiences have also been included throughout to describe successes and challenges that other agencies have faced in implementing RSAs and improving FLMA and Tribal safety programs.
