The document is organized into four goal areas: data collection, data analysis, data management, and data expansion. The data collection goal covers completeness, timeliness, accuracy, and uniformity/consistency. The data analysis goal covers network screening, diagnosis, countermeasure selection, evaluation, and accessibility.  The data management goal covers policies, procedures, and personnel. Finally, the data expansion goal covers how roadway safety data relates to other data including, but not limited to, crash data and roadway data.
