NCHRP Project 08-36, Task 100, proposes a framework and conceptual design for creating a tool to help transportation agencies assess their data programs. The report identifies and documents current practices that are applicable to the development of a framework for a data program self-assessment tool. In addition to the basic considerations of data quality, the report defines a framework for aiding agencies in their assessment of the alignment of their data programs with strategic agency needs, and evaluating the adequacy and effectiveness of existing data management processes.
