Model Minimum Uniform Crash Criteria (MMUCC)

Description:

The Model Minimum Uniform Crash Criteria (MMUCC) provides a model minimum set of uniform variables or data elements for describing a motor vehicle crash that will generate the information necessary to improve highway safety at the national, state, and local levels. States are encouraged to adopt as many recommended MMUCC data elements as possible when they update their Police Accident Reports (PARs). The adoption of these elements will allow for a smoother transition to more advanced data analysis tools such as the Highway Safety Manual and AASHTOWare Safety Analyst™.

The guidebook includes 110 crash, vehicle, person, and roadway data elements that are considered the most important data elements needed by the highway safety community. Each data element includes a definition, set of attribute values, and rationale. Data elements are divided into four major groups that describe various aspects of a crash: crash, vehicle, person, and roadway. Existing data standards (i.e., ANSI D16 and ANSI D20) serve as the basis for most data elements, but in some cases they were modified. The attribute values selected for each data element were considered a minimal set which states could expand. Some data elements were included to facilitate linkage to other data sources. The MMUCC report is updated every four or five years.
