Mapping to MMUCC - A Process for Comparing Police Crash Reports and State Crash Databases to the MMUCC

This application guide provides a process for comparing police accident reports (PAR) or state crash databases to the Model Minimum Uniform Crash Criteria (MMUCC) Guideline. MMUCC is a voluntary data specification guideline that helps States identify crash data elements to collect on their PARs and maintain in their crash databases. It also serves as an unofficial standard to promote consistency across States and jurisdictions. This guide presents a standardized process to map State data element and attribute specifications to the MMUCC data elements and attributes in order to identify PAR or crash database conformance to MMUCC, prioritize changes to their PAR to increase conformance, and improve the exchange of data with Federal data systems. As States use this process their feedback will help the National Highway Traffic Safety Administration (NHTSA) and the Governors Highway Safety Association (GHSA) conduct research into State compliance and make modifications to MMUCC to address problematic data elements and attributes.

This guide describes processes for mapping State PARs and crash databases to MMUCC with examples and specific considerations for a number of data elements and attributes. The intent is for agencies to conduct each process separately, although most of the elements overlap.

The guide notes that NHTSA will provide assistance to States that wish to map either PARs or their crash databases to MMUCC. States seeking assistance should contact their NHTSA Regional Office.
