The Highway Safety Manual (HSM) provides a structured framework for data-driven safety management. It provides quantitative analysis methods for safety management as well as qualitative considerations related to other aspects of the roadway such as capacity, pedestrian amenities, and transit service. The manual can be used to guide agencies as they consider improvements to existing roadways or as they are planning, designing, or constructing new roadways. The HSM presents information on roadway safety fundamentals, the safety management process, models for estimating the expected safety performance of a specific facility, and crash modification factors (CMFs) for estimating the expected effectiveness of individual infrastructure-based countermeasures.
