Description:

This application guide provides instructions for State Departments of Transportation (DOTs) to follow in developing, implementing, and maintaining a safety data business plan. Safety data business plans guide data management practices; contain visions, goals, objectives, and actions for safety data improvement; focus on data systems and business processes; and aim to improve business operations efficiencies. The guide proposes a seven-step process for developing and implementing a safety data business plan:

  1. Plan for safety data management and governance.
  2. Assess current State safety data system.
  3. Establish a data governance program.
  4. Identify needs for safety tools and technology.
  5. Develop action plan.
  6. Document the safety data business plan.
  7. Implement and sustain the safety data business plan.

The guide also presents several case studies and pilot studies that help users better understand practical applications and tips for establishing data governance practices and safety data business plans.
