The purpose of this memorandum is to provide guidance on roadway and traffic data elements that can be used to improve safety investment decision making through the Highway Safety Improvement Program (HSIP). This memorandum is intended for the safety, asset management, and planning offices within State departments of transportation responsible for collecting, maintaining, and using roadway and traffic data.
