This report documents work in Florida to extract roadway data for non-state roads. The Florida Department of Transportation (FDOT) maintains a road characteristics inventory (RCI); however, fundamental safety data on local roads was sparse. This report documents ways to extract; number of lanes, posted speed limit, shoulder type, and median type from existing data as an alternative to field data collection, which would be unfeasible given the amount of local facilities in the state.
The primary source of data was crash reports, with over 300 data elements collected for every reported crash. This data was extracted from crashes when available. Additional steps were necessary to account for locations without reported crashes by assuming similar conditions to adjacent segments, or to collect data from Google Maps when data could not be derived from adjacent segments. The report presents the process and data extraction methods in detail.
