This report documents a project to develop a web-based software application, called the Louisiana Safety Evaluation Tool (LaSET), for the Louisiana Department of Transportation and Development (DOTD) to collect data on low-cost safety improvements, track project progress, and analyze safety effectiveness using AASHTO Highway Safety Manual methodologies. This application is intended to support the infrastructure focus area in Louisiana’s Strategic Highway Safety Plan (SHSP) that targets roadway departure and intersection safety, and Louisiana’s Highway Safety Improvement Program (HSIP) for which they are designated as a focus state by FHWA for roadway departure and intersections, meaning the State experiences higher than expected roadway departure and intersection fatalities.
A component of the research objective was to show that the software tools will be applicable to data from other States beyond Louisiana. The application tracks all safety improvements made by the DOTD, but is applicable to any State DOT. It is not intended to be an asset management tool, but rather a project tracking tool. In other words, the software was built to store data about signage, pavement markings, and other features that were removed, replaced, or newly installed during an improvement project rather than tracking and inventorying all assets within a project area.
The report also contains an installation guide to allow others to use the tool, and recommendations for using and maintaining the application including a user manual that can be adapted for use by other DOTs.
