This information guide discusses the differences in the “black spot” (also known as hotspot or site-specific) and systematic (also known as systemic) approaches to safety management and how agencies have allocated funding between the two strategies. The researchers conducted a survey of several State Departments of Transportation about their safety improvement programs and approaches. While the guide does not provide clear guidance on how to allocate funds, a few States’ practices and investment strategies are discussed in case studies throughout the document for readers to compare and reference. Finally, the guide presents several tools and thought processes to help agencies assess changes to their current policies and methodologies for safety planning.
