This software tool is a Microsoft Office Suite application with an accessible spreadsheet behind it that can analyze the safety performance and economic effectiveness of an unlimited number of highway segments and intersections of any type of highway under existing or proposed conditions. The tool was developed to facilitate the implementation of Part C of the AASHTO Highway Safety Manual at Washington State Department of Transportation (WSDOT), and reports the predicted and expected annual crash frequency within a defined facility or network and the benefit-cost ratio for up to three proposed countermeasures. The tool uses the CMF Clearinghouse database as a list of countermeasures and a source for countermeasures effectiveness, as well as targeted crash types and severities.
