The Transportation Alternatives Program (TAP) was a federal program under the Moving Ahead for Progress in the 21st Century Act (MAP-21) that provided resources for a variety of smaller-scale transportation alternatives projects including pedestrian and bicycle facilities, recreational trails, safe routes to school projects, community improvements, and environmental mitigation. The program was continued as a set-aside of funds under the Surface Transportation Block Grant Program within the Fixing America’s Surface Transportation (FAST) Act with the same project eligibility from MAP-21.
This information guide assists State Departments of Transportation and metropolitan planning organization program managers in implementing a performance-based program. The guidebook begins with an overview of the TAP and FHWA’s performance-based planning framework. The guidebook then presents guidance and information for agencies striving to implement performance management techniques within their TAP and develop a tailored approach to identifying stakeholders, compiling relevant data sources and tools, setting performance objectives, and defining performance measures and targets.
The appendices include examples of TAP performance measures and general guidance and examples on measuring and tracking performance.
