The purpose of this guide is to help RSA teams consider pedestrian safety in all RSAs, regardless of whether the primary purpose of the RSA is a pedestrian safety concern, and to review sites more comprehensively for potential pedestrian safety issues. These guidelines expand upon the material in the FHWA RSA Guidelines document to provide transportation agencies and RSA teams with a better understanding of pedestrian safety when conducting an RSA. This includes general guidance and information to build a knowledge base prior to an RSA including pedestrian characteristics, factors that contribute to pedestrian crashes, methods for analyzing pedestrian safety data, an overview of RSAs and the RSA process, and pedestrian-specific considerations throughout the eight-step RSA process. A section of the document contains the Field Manual, which presents the guidelines and prompt lists that can be used during an RSA. Many examples with pictures are highlighted to show users what to look for during an RSA; however, there is limited information about countermeasures and treatments to address these concerns.
