The guide identifies 61 voluntary performance measures to help states monitor and improve the quality of data in their traffic records systems. The measures are intended for use by Federal, State, and local governments to monitor the development and implementation of traffic record data systems, strategic plans, and data improvement grant processes.

- Citation/adjudication.
- EMS/injury surveillance.
The guide also provides basic definitions for the six critical performance attributes, including:

The measures are grouped by performance attribute across the six core State traffic record data systems. These common performance measures and the related guidance on their application are expected to help stakeholders quantify systemic improvements to their traffic records systems.
