This information guide is a resource and reference for local officials on the topic of roadway infrastructure safety and safety management, particularly for county and smaller rural community roads. The techniques and processes discussed in the guide will assist officials and local engineers in implementation of safety improvements and management of safety improvement projects. The strategies in most cases are transferrable to urban areas. The guide presents the safety management process at a basic level so users with all levels of skills and experience can understand the process. The guide also presents several countermeasures shown to address some of the most common crash problems present on local roads for relatively low costs.
The guide emphasizes the need to develop local road safety plans and partner with State agencies for Towards Zero Deaths (TZD) initiatives.
