Assessment of Characteristics of State Data Linkage Systems

Description:

This guide identifies facilitating and impeding factors in the development and implementation of systems linking police crash reports to medical records. These systems try to map crash data to real injury outcomes in an effort to improve the data quality and availability for non-fatal injury crashes. The primary system used by states is the Crash Outcome Data Evaluation System (CODES); however, there are other systems. The guide includes the results of a questionnaire based on feedback from twenty-five state responses, focus groups with nineteen states, and a literature search to review practices and get feedback on efforts to collect, link, analyze, and report data.
