The United States Department of Agriculture Cooperative State Research, Education, and Extension Service (USDA-CSREES) identified agricultural equipment on public roads as one of twelve priorities for action in the national agenda for agricultural safety and health. While issues relating to operating agricultural equipment on public roads are complex, this guide presents a review that focused on rural and urban traffic interface, state and federal regulations, higher speed tractors, and transport of workers on public roadways with farm equipment. The document provides guidance to farm equipment manufacturers, standards setting organizations, and government agencies in terms of engineering standards, policy, safety education programs, and future research needs.
The guide presents an analysis of crash types, contributing factors, crash report terminology and accuracy, and historic lack of reporting for crashes that may have involved agricultural equipment, and serves as a starting point for improving data collection, conducting additional research, and solving safety concerns for agricultural workers.
