Fuel Price Adjustment: The Base Price Index (BPI) is a price index determined by arithmetic average of OPIS publications daily rack prices for the 28 calendar days preceding the bid opening.

Asphalt Cement Adjustment: The Base Price Index (BPI) is a price index determined by arithmetic average for prices in the four "Asphalt Weekly Monitor ®" publications immediately preceding the bid opening.
