Bridge Inspection Program IDIQC

Construction Inspection Services IDIQC

These Indefinite Delivery/Indefinite Quantity Contracts (IDIQC) are for engineering services to provide Consultant Onsite Personnel (COP), specifically, Project Officer Engineers (POE), Construction Inspectors (CI), and Project Managers (PM) to assist the Eastern Federal Lands Highway Division (EFLHD) field personnel in administering and managing highway and bridge construction contracts.  The Eastern Region includes:  Maryland, Virginia, the District of Columbia, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Tennessee, Arkansas, Louisiana, Puerto Rico, and the Virgin Islands, Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Delaware, Pennsylvania, West Virginia, Ohio, Michigan, Indiana, Kentucky, Wisconsin, Iowa, Minnesota, Illinois, and Missouri.

HIGHWAY AND/OR BRIDGE DESIGN AND ENGINEERING SERVICES IDIQC

These Indefinite Delivery, Indefinite Quantity Contracts (IDIQC) are for highway and/or bridge design and engineering services and for highway and/or bridge design and engineering services and for other engineering, planning, and architectural services for construction projects predominantly associated with Federal Land Management agencies (National Park Service, U.S. Forest Service, Fish and Wildlife Service, etc.) within the eastern United States and territories. The states include: Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Delaware, Pennsylvania, Maryland, Virginia, West Virginia, Ohio, Indiana, Michigan, Kentucky, Wisconsin, Iowa, Minnesota, Illinois, Missouri, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Louisiana, Arkansas, Tennessee, the District of Columbia, Puerto Rico, and the U.S. Virgin Islands. EFLHD reserves the right to use the IDIQ contracts within any U.S. territory or state.

Highway Pavement Management Application IDIQC

This Indefinite Delivery, Indefinite Quantity Contract (IDIQC) is to provide Highway Pavement Management Application (HPMA) Services.  This contact is to provide Transportation Planning Program Support in the preparation of transportation studies and software revisions. EFLHD procured Pavement Management System (PMS) software (Contract DTFH71-04-C-00019 awarded 12/19/2003) to manage the road system of the National Park Service in their Park Roads and Parkway (PRP) program. Other Federal Land Management Agencies (FLMA) such as the US Forest Service, Fish and Wildlife Service, Bureau of Land Management within the United States also have road systems and require PMS support. This software is a customized version of Stantec Consulting’s proprietary software, Highway Pavement Management Application (HPMA). HPMA uses pavement condition data (collected by the EFLHD Roadway Inventory Program), through a comprehensive set of analysis models, to determine current and future road and network condition; define a set of Maintenance and Rehabilitation (M&R) needs of the network’ prioritize and budget for the M&R treatments and development of the M&R program of projects.
