This report is the first of two volumes. It describes research work to improve the performance prediction models that form the basis for the prototype performance-related specifications. As highway agencies use performance-related specifications and collect the resulting quality, cost, and performance data, it is expected the models will undergo even further improvements and increases in performance prediction accuracy. 
 

This report will be of interest to engineers concerned with quality assurance, specifications, and the construction of concrete pavements.
