Indiana and Orchard Shared Roadway
Background:
This project was identified in the 2016 Lake Lowell Bicycle and Pedestrian Access Plan, a multi-agency planning effort funded through FLAP. The need for similar shared roadway improvements on Riverside Road and Lake Shore Drive were identified during the planning study and widened, paved shoulders were incorporated into the Riverside Road and Lake Shore Drive Rehab project constructed in 2017. This project would complete shared roadway improvements connecting the highest use areas of the Deer Flat National Wildlife Refuge by extending the shared roadway from the Visitor Center to the previously constructed widening on Riverside Road and Orchard Ave.

Purpose/Need:
Continue shared roadway improvements by providing safe accessible facilities that promote walking, running, and biking, connecting Deer Flat Refuge facilities and trails to the towns of Caldwell and Nampa.
Project Description:
The project will construct 4 paved shoulders on Orchard Avenue (Indiana Avenue to Riverside Avenue 2.3 miles). The project also will replace the Forest Canal bridge. Pedestrian improvements at Murphy's Neck as well as culvert repairs are also included in the project.
