1. PLANNING (23 CFR 924.9). Records collection and maintenance requirements in subsection 924.9(a)(1) can be met when a State establishes a process to collect and maintain data on highway and train traffic at public highway-rail grade crossings. The data should be updated annually in order to fulfill the requirements in subsections 924.9(a)(4) and 924.15.
