  1. What is the purpose of this transmittal? This transmittal updates non-regulatory supplement (NS) guidance and non-regulatory non-Code of Federal Regulations (CFR)-related guidance in the Federal-Aid Policy Guide (FAPG).

  2. What is the background concerning this transmittal? The Office of Information and Management Services has conducted a comprehensive review of the non-regulatory guidance in the FAPG. As a result of the inputs received from the Washington Headquarters offices, the FAPG is revised as indicated in paragraph 3. Also, a number of the Washington Headquarters offices indicated that the non-regulatory guidance related to their programs will be updated in the not-too-distant future or following the enactment of reauthorization legislation.

  3. What are the specific changes to the FAPG?

    1. The FAPG is revised to include changes to the NS guidance and non-regulatory non-CFR-related guidance in sections NS 23 CFR 646ANS 23 CFR 646BNS 23 CFR 924, and G 6011.4; and the revised materials are attached to this transmittal.

    2. Also, the following obsolete materials are deleted from the FAPG.
