Introduction

Situated at the southern end of the Teton Range, the Teton Pass Highway offers a critical connection for commuters and recreationists traveling from Victor, Idaho and Jackson, Wyoming. The route is characterized by steep mountainous topography with severe weather conditions in winter months, which requires constant avalanche monitoring and maintenance by the Wyoming Department of Transportation (WYDOT). The Teton Pass Highway passes through significant federal landholdings, including the Caribou-Targhee and Bridger Teton National Forests, and offers access to multiple high use trailheads for year-round recreational opportunities. The corridor also serves as a critical commuter route and facilitates the transport of goods and services that are lifelines to the growing regional economies in Wyoming and Idaho. Recreational uses often complicate WYDOT’s mission of keeping the road safe and clear for travelers.

Scope

The purpose of this Corridor Study is to assess the existing and future conditions of the Teton Pass Highway in Wyoming, with special attention paid to multimodal safety issues and addressing recreational impacts along the Corridor to support a quality user experience in both National Forests. Findings from this study will include a range of improvement options for addressing travel demand management, safety, and access. Many other planning initiatives are underway in the Greater Yellowstone Area. This study will synthesize the findings and recommendations related to the Teton Pass from those efforts to better understand the many transportation needs of the region. The final Corridor Study will include a range of transportation improvement options that Teton County, WY and its partners can reference as funding becomes available.

The key tasks are to:

Summarize the existing transportation conditions of the Teton Pass Highway, with an emphasis on safety;
Conduct public outreach with residents of Jackson, WY and other key stakeholders to understand the issues of importance to users of the Teton Pass Highway;
Complete an analysis of corridor management scenarios to determine the potential impacts of various transportation improvement options;
Compile the data, analysis, and findings of the previous tasks into a Teton Pass Corridor Study final report.

The Teton Pass Corridor Study’s anticipated timeline is approximately from September 2021 through October 2023, with engagement opportunities occurring throughout the duration of the planning process.
