Pg 32-97: Guidebook for Developing Pedestrian and Bicycle Performance Measures

This guidebook is intended to help communities develop performance measures that can fully integrate pedestrian and bicycle planning in ongoing performance management activities. It highlights a broad range of ways that walking and bicycling investments, activity, and impacts can be measured and documents how these measures relate to goals identified in a community's planning process. It discusses how the measures can be tracked and what data are required, while also identifying examples of communities that are currently using the respective measures in their planning process.

All: 2019 FARS/CRSS Pedestrian Bicyclist Crash Typing Manual: A Guide for Coders Using the FARS/CRSS Ped/Bike Typing Tool

The development of effective countermeasures to prevent pedestrian and bicyclist crashes is often hindered by State crash files that contain insufficient details about these types of crashes. To remedy this, Pedestrian and Bicycle Crash Typing was developed to describe pre-crash actions of involved parties to better define the sequence of events and precipitating actions leading to crashes between motor vehicles and pedestrians or bicyclists.

Pg 35-36: Manual on Pedestrian and Bicycle Connections to Transit

This manual provides a compendium of best practices to help transportation professionals improve pedestrian and bicycle safety and access to transit, including information on evaluating, planning for, and implementing improvements to pedestrian and bicycle access to transit. In addition to covering key concepts such as access sheds, connected networks, and station area comfort, safety, and legibility, the manual covers needs specific to pedestrians, such as complete sidewalks and safe, convenient crossings, and to bicyclists, such as bicycle parking and on-transit accommodations.

Pg 32-53: Strategic Agenda for Pedestrian and Bicycle Transportation

This Strategic Agenda will inform the Federal Highway Administration's (FHWA) pedestrian and bicycle activities in the next 3 to 5 years and is being organized around four goals: (1) Networks, (2) Safety, (3) Equity, and (4) Trips. Each goal includes actions relating to (a) Capacity Building, (b) Policy, (c) Data, and (d) Research. The Strategic Agenda will inform future investments, policies, and partnerships and serves as the update to DOT’s 1994 National Bicycling and Walking Study

Pg 567-580: Traffic Control Devices Handbook

The Handbook augments the 2009 Edition of the Manual on Uniform Traffic Control Devices (MUTCD). The Traffic Control Devices Handbook, 2nd Edition provides guidance and information to implement the provisions of the MUTCD. The objective of the Handbook is to bridge the gap between the MUTCD requirements and field applications. Additional guidance is provided on the new MUTCD requirements to clarify these MUTCD provisions. The Handbook does not establish policy, procedures, or standards for an agency, or set the "standard-of-care" for decisions on traffic control devices.
