Resources Associated with the Bollards Competitive Grant Program

Program Background & Funding
While Section 11502 of the IIJA, (Pub. L. 117-58, November 15, 2021) authorized the Bollards Competitive Grant program, the IIJA did not provide dedicated funding; instead the program was subject to future appropriations. The Consolidated Appropriations Act, 2026, (Pub. L. 119- 75) provided the first ever funding for the program ($5 million), which is being made available for awards under this NOFO.
Program Purpose & Definition
- The Purpose: The Bollards Competitive Grant Program provides financial assistance to State departments of transportation and local government entities. Grants are designated for bollard installation projects aimed at preventing pedestrian injuries and acts of terrorism in areas used by large numbers of pedestrians.
- Project Definition: Per Section 11502 of the IIJA, Public Law 117-58, a “bollard installation project” is defined as a project to install raised concrete or metal posts on a sidewalk adjacent to a roadway that are designed to slow or stop a motor vehicle.
