Congestion Mitigation and Air Quality (CMAQ) Program Management Strategies

Federal Highway Administration (FHWA) is undertaking a research effort to gain insight into effective practices for administration of the Congestion Mitigation and Air Quality (CMAQ) Program. In 2017, FHWA completed a national program review of the CMAQ Program and found that FHWA division offices, State departments of transportation, and metropolitan planning offices have great latitude when implementing the CMAQ Program.
Although the program management strategies are generally successful, the national review, as well as other similar reviews conducted at the State-level, have identified several key gaps related to minimizing risk with the CMAQ Program. This research will include a literature review of previous CMAQ Program assessments and related resources, interviews with division offices, a final report detailing recommendations for effective and consistent management of a CMAQ Program, and a framework to assist FHWA divisions with conducting state-level evaluations of their programs.

This research will allow FHWA’s Office of Natural Environmental to support division office staff with CMAQ technical assistance, monitoring, and oversight. It will ultimately help contribute to more successful CMAQ Program delivery across the Nation. Some outcomes include:
- Assessment detailing the current state of the practice of the CMAQ Program across the Nation, including risk factors and knowledge gaps.
- Better understanding of training, personnel, and programmatic needs faced by the division offices.
- Set of criteria for CMAQ Program administration and State level program reviews.
