  1. What is the purpose of this Notice? This Notice transmits an amended distribution of obligation limitations on Federal-aid highway program obligations for FY 2001.
  2. What are the amendments? FHWA Notice N 4520.161, Federal-Aid Highway Program Obligations Fiscal Year 2001, dated October 23, 2000, and FHWA Notice N 4510.446, Distribution of Revenue Aligned Budget Authority Funds for Fiscal Year 2001, dated October 23, 2000, are hereby amended. The formula obligation limitation combined from Notices N 4520.161 and N 4510.446 has been reduced. The amounts made available from Revenue Aligned Budget Authority set aside for the Indian Reservation Roads program, the Commercial Driver's License program and the Alaska Highway are also amended. The language in both Notices N 4520.161 and N 4510.446 remains the same.
  3. What is the background information?
    1. The FY 2001 Omnibus Consolidated and Emergency Supplemental Appropriations Act, Public Law 106-554, contains a governmentwide rescission of a .22 percent reduction of obligation limitations imposed for FY 2001.
    2. The reduction determined for the Federal-aid highway programs is $65,255,973, from the Federal-aid obligation limitations. The total obligations for Federal-aid highway and highway safety construction programs shall not exceed $29,596,175,852 for FY 2001.
    3. Table 1 shows the amended amounts of formula obligation limitations distributed to each State and the amended amount set aside for the Indian Reservation Roads program, Commercial Driver's License program, and Alaska Highway.
    4. Table 2 shows the amended amounts of obligation limitation transferred to the States' 402 Safety Program.
  4. Are the special limitations amended? No, the special limitations for Minimum Guarantee, High Priority Projects, Appalachia, and the Woodrow Wilson Memorial Bridge are not reduced.
  5. What action is required? Division Administrators should ensure that copies of this Notice are provided to State Departments of Transportation.
