  1. PURPOSE. To advise of an amended obligation limitation on Federal-aid highway program obligations for FY 2000 and the distribution among the States.
  2. AMENDMENT. FHWA Notice N 4520.157, Federal-Aid Highway Program Obligations Fiscal Year 2000, dated October 13, 1999, and Notice N 4510.428, Revised Distribution of Revenue Aligned Budget Authority Funds for Fiscal Year 2000, dated November 10, 1999, are hereby amended. The formula obligation limitation combined from both Notices, N 4520.157 and N 4510.428 has been reduced. The language contained in both Notices, N 4520.157 and N 4510.428 remain the same.
  3. BACKGROUND
    1. The FY 2000 Omnibus Appropriations Act, Public Law 106-113 contains a government-wide recission of a 0.38 percent reduction of the obligation limitation imposed for FY 2000.
    2. The reduction determined for the Federal-aid highway programs is $105,260,000, from the Federal-aid obligation limitation. Total obligations for Federal-aid highway and highway safety construction programs shall not exceed $27,596,090,000 for FY 2000.
    3. The attachment shows the amended amounts of formula obligation limitation distributed to each State for FY 2000.
  4. ACTION. Division Administrators should ensure that copies of this Notice are provided to State Transportation Agencies.
