- PURPOSE. To advise of a revision to the obligation limitation on Federal-aid highway program obligations for fiscal year (FY) 1997 and the distribution of this limitation among the States.
- AMENDMENT. FHWA Notice N 4520.144, Federal-aid Highway Program Obligations - FY 1997, dated December 30, 1996, is amended effective immediately, as indicated below. All other information given in FHWA Notice N 4520.144 remains in effect.
- BACKGROUND. As a result of action by Congress, $694,810,534 of additional obligation authority for FY 1997 as provided by Public Law 105-18 is distributed to the States for programs subject to the obligation ceiling.
- LIMITATION. The attachment shows the distribution of FY 1997 limitation, both the initial distribution (FHWA Notice N4520.144) and the additional distribution of limitation.
- ACTION
- As a result of this distribution of additional limitation, States are requested to review their obligation authority needs for the remainder of FY 1997.
- Division Administrators should assure that any obligation authority available to a State for FY 1997 that cannot be utilized by the end of the fiscal year is returned to Washington Headquarters for redistribution. Procedures governing the redistribution of unneeded balances will be provided by a separate FHWA Notice.
