Associate Administrator and Director of Turner-Fairbank Highway Research Center

Federal Highway Administration (FHWA)

In January 2025, Dr. Joseph (Joey) L. Hartmann became the FHWA Associate Administrator of Research, Development, and Technology (RD&T) and the Director of the Turner-Fairbank Highway Research Center (TFHRC).

Prior to this position, Joey held the position of Director, Office of Bridges and Structures in the FHWA Office of Infrastructure. His office was responsible for the development and implementation of Federal regulations, policy and technical guidance that support bridge and tunnel programs to improve safety and design practice at the national level.

Other key leadership positions Joey held at the FHWA include Team Leader, Structural Engineering Team in the Office of Bridges and Structures; Team Leader, Bridge and Foundation Engineering Team; and Team Leader, Infrastructure Inspection and Management Teams, both in the Office of Infrastructure Research and Development.

In 2001, Joey formally began his career with FHWA as a research structural engineer in the TFHRC Structures Laboratory and worked as a structural forensic investigator. Joey served as the FHWA Principal Investigator for the I-35W Bridge collapse in Minneapolis, the I-90 Central Artery Tunnel suspended ceiling collapse in Boston, and the I-5 Skagit River Bridge collapse north of Seattle.

Joey holds a Bachelor of Science, Master of Science, and Doctorate Degree in Civil Engineering from the University of Maryland.
