Pg 538-546: Traffic Control Devices Handbook

The Handbook augments the 2009 Edition of the Manual on Uniform Traffic Control Devices (MUTCD). The Traffic Control Devices Handbook, 2nd Edition provides guidance and information to implement the provisions of the MUTCD. The objective of the Handbook is to bridge the gap between the MUTCD requirements and field applications. Additional guidance is provided on the new MUTCD requirements to clarify these MUTCD provisions. The Handbook does not establish policy, procedures, or standards for an agency, or set the "standard-of-care" for decisions on traffic control devices.

Pg 77-88: Pedestrian Road Safety Audit Guidelines and Prompt Lists

A road safety audit (RSA) is a formal safety examination of a future roadway plan or project or an in-service facility that is conducted by an independent, experienced multidisciplinary RSA team. All RSAs should include a review of pedestrian safety;however, some RSAs may be conducted to improve an identified pedestrian safety problem. The Pedestrian Road Safety Audit Guidelines and Prompt Lists provides transportation agencies and teams conducting an RSA with a better understanding of the needs of pedestrians of all abilities.

Pg 13-14: Case Studies in Realizing Co-Benefits of Multimodal Roadway Design and Gray and Green Infrastructure

This document highlights case studies of projects that contribute to safe and connected pedestrian and bicycle networks in States and communities throughout the U.S., while at the same time providing resiliency and green infrastructure benefits that promote resiliency and relieve burdens on stormwater systems. The case studies included in the report are organized in the following categories: (1) Mitigating Flood Risk, (2) Public-Private Partnerships, (3) Multimodal Network Connectivity, and (4) State and Locally Driven Projects.

Chapter 5: Risk Factors Other than Exposure: Synthesis of Methods for Estimating Pedestrian and Bicyclist Exposure to Risk at Areawide Levels and on Specific Transportation Facilities

This report summarizes the variety of methods used to estimate and evaluate exposure to risk in pedestrian and bicyclist safety analyses. In the literature, the most common definition of risk was a measure of the probability of a crash to occur given exposure to potential crash events. There was also consensus on a theoretical definition of exposure as a measure of the number of potential opportunities for a crash to occur. However, there is wide divergence on operational definitions of exposure, and an even wider range of exposure measures being used in practice.

This document is a resource to help transportation practitioners consider and make informed decisions about tradeoffs relating to the selection of bikeway types. This report highlights linkages between the bikeway selection process and the transportation planning process. This guide presents these factors and considerations in a practical processoriented way. It draws on research where available and emphasizes engineering judgment, design flexibility, documentation, and experimentation.

Pg 8-15: Applying the Americans with Disabilities Act in Work Zones: A Practitioners Guide

A basic requirement of work zone traffic control, as provided in the Manual on Uniform Traffic Control Devices (MUTCD), is that the needs of pedestrians, including those with disabilities, must be addressed in temporary traffic control plans (TCPs) in accordance with the Americans with Disabilities Act of 1990 (ADA), Title II, Paragraph 35.130. The ADA is a Federal law that requires that pedestrians with physical and/or mental disabilities be accommodated not only in completed, publicly accessible facilities, but also during times of construction or improvement.
