A road safety audit (RSA) is a formal safety examination of a future roadway plan or project or an in-service facility that is conducted by an independent, experienced multidisciplinary RSA team. The Handbook augments the 2009 Edition of the Manual on Uniform Traffic Control Devices (MUTCD). The Traffic Control Devices Handbook, 2nd Edition provides guidance and information to implement the provisions of the MUTCD. The objective of the Handbook is to bridge the gap between the MUTCD requirements and field applications. Additional guidance is provided on the new MUTCD requirements to clarify these MUTCD provisions. The Handbook does not establish policy, procedures, or standards for an agency, or set the "standard-of-care" for decisions on traffic control devices.
The Manual on Uniform Traffic Control Devices, or MUTCD defines the standards used by road managers nationwide to install and maintain traffic control devices on all public streets, highways, bikeways, and private roads open to public travel. The MUTCD is published by the Federal Highway Administration (FHWA) under 23 Code of Federal Regulations (CFR), Part 655, Subpart F.
