Organizational Safety Culture Self-Assessment Toolkit

Safety is the very foundation of every transportation agency’s mission. While all transportation agencies strive to guarantee safety for both their users and workers, their approaches to doing so vary widely. Road safety culture includes the shared values, actions, and behaviors that demonstrate a commitment to safety over competing goals and demands. This toolkit was developed for transportation agencies to determine their level (i.e., degree of capability or readiness) of organizational road safety culture and identify opportunities for improvements.

The toolkit is divided into two focus areas: internal safety culture and programmatic safety integration. It is designed to be done “in-house” and be an open exploration of where your agency is now, and how you’d like to see it evolve and grow over time. What you discover is meant to inform your safety culture story, not score you. We hope you enjoy and learn from the process.
