This project analyzes nearly two decades of construction cost data to estimate seasonal variations in lane-mile construction costs and the underlying components of construction costs to prepare seasonally adjusted National Highway Construction Cost Index (NHCCI) on a quarterly basis.

The seasonal nature of highway construction, and the costs of construction components, makes it critical to be able to differentiate between seasonal cost factors and underlying cost trends. Seasonal adjustments are a standard way for government agencies to report underlying cost trends. The seasonally-adjusted NHCCI will enable FHWA to report construction cost which reflect these underlying trends, as well as continuing to report the unadjusted figures. Among its several uses, NHCCI is an important input to the Highway Economic Requirements System (HERS) model for estimating investment needs for the Conditions and Performance (C&P) report.
