What are the changes? This directive cancels FHWA Personnel Management Manual Part 1, Chapter 2, Section 1, Summer Employment Program and Section 2, Student Educational Employment Program, dated June 28, 1996. Information from Section 1 and Section 2 has been combined. This chapter has been revised to update the information regarding the Student Educational Employment Program in accordance with OPM regulations. The Student Educational Employment Program replaces the old Federal Student Employment Program by consolidating four programs: Cooperative Education Program; Junior Fellowship Program; Stay-in-School Program; and the Harry S. Truman Scholarship Program. Changes also include definitions and questions associated with the Student Employment Program.

This PMM section has been revised to conform to the results-oriented performance culture within the FHWA, and to show more clearly the alignment of the FHWA policy guidance with the new Department of Transportation (DOT) Departmental Personnel Manual (DPM) 430 (Performance Management). The basic policy guidance in this section remains unchanged, but the section has been revised to better explain how the FHWA’s existing supervisory performance objectives and standards cover the new mandatory supervisory elements and standards in DPM 430. The section also simplifies the discussion of the performance improvement plan process and the opportunity period.

What is the purpose of this transmittal?This transmittal revises Part 1, Chapter 6, Section 2 (Overtime, Compensatory Time, and Premium Pay) of the Federal Highway Administration (FHWA) Personnel Management Manual (PMM) dated June 28, 1996. This section sets forth the rules and procedures governing the use and reporting of overtime, compensatory time, and other premium pay provisions for employees of the FHWA.

What are the major changes?The basic policy guidance in this section remains unchanged, but the section has been revised to reflect changes in two areas. First, a short section has been added on compensatory time off for travel. The Office of Personnel Management issued interim regulations that allow employees to earn compensatory time off for time spent in a travel status away from the employee's official duty station when such time is not otherwise compensable. Second, the section on reporting requirements regarding overtime pay and compensatory time has been revised. Under the revised section, each office has direct access to overtime reports in the Federal Personnel Payroll System’s (FPPS) DataMart and the Consolidated Automated System for Time and Labor Entry (CASTLE).
