Associate Administrator for Highway Policy and External Affairs
Tony Frye
Tony Frye is the Associate Administrator for Highway Policy and External Affairs for the Federal Highway Administration (FHWA) at the U.S. Department of Transportation. As Associate Administrator, he serves to advance the mission and goals of FHWA while working with all transportation stakeholders, including Members of Congress, State agencies, local communities, and other mobility users. Frye leads the Office of Policy and Governmental Affairs, which is responsible for a variety of critical and diverse topics ranging from managing Congressional Affairs; overseeing development of FHWA’s traffic and transportation performance data; collaborating with the international community on new highway technology, transportation research, and program innovations; and performing studies and analyses of national transportation policy options.
Prior to joining the FHWA leadership team, Frye served as the State Transportation Resilience Officer at the Florida Department of Transportation (FDOT). In that role, he was the FDOT lead for Departmentwide and interagency resilience implementation – including the development of policy and programming of over $500 million for resilience improvements to the State Highway System. He also advised Department senior leadership in the development of plans, guidance, and processes for mitigating risk to state and local transportation systems from environmental hazards.
Before relocating to Florida, Frye served as Director, Legislative Affairs for the National Association of Clean Water Agencies (NACWA), where he established and maintained relationships and represented the Association’s interests with Members of Congress, their staff, relevant government agencies, and interest groups to enhance the presence and visibility of NACWA.
He also served in various capacities within the U.S. Environmental Protection Agency (EPA) from 2017 to 2021, including as Assistant Deputy Associate Administrator for Senate Affairs. In this role, he prepared the Administrator and senior EPA officials to testify before Congressional committees, including the Senate Committees on Environment and Public Works, Agriculture, and Appropriations.
He began his career in public service on Capitol Hill in the Offices of Senator Joni Ernst (R-IA) and Senator Chuck Grassley (R-IA).
Frye graduated from the University of Northern Iowa with a Bachelor of Arts degree in Political Science. He grew up in Albia, Iowa, and lives with his wife in Alexandria, Virginia, with their daughter.
