Michael DeMers

Michael DeMers is the Associate Administrator for Highway Policy and External Affairs for the Federal Highway Administration (FHWA) at the U.S. Department of Transportation. As Associate Administrator, he serves to advance the mission and goals of FHWA while working with all transportation stakeholders, including Members of Congress, State agencies, local communities, and other mobility users. DeMers leads the Office of Policy and Governmental Affairs, which is responsible for a variety of critical and diverse topics ranging from managing Congressional Affairs; overseeing development of FHWA’s traffic and transportation performance data; collaborating with the international community on new highway technology, transportation research, and program innovations; and performing studies and analyses of national transportation policy options.

DeMers draws upon over 20 years in transportation policy, planning, and strategy, having served in several appointed State Department of Transportation (State DOT) positions throughout his career--including the statewide highway programs of Arizona, Missouri, and West Virginia--as well as serving as a consultant and trusted advisor to State and federal transportation leaders.

He has long been active in research and policy analysis within the transportation sector, having previously participated in, and in some cases chaired, panels within the National Cooperative Highway Research Program (NCHRP). As a State DOT leader, DeMers represented his respective States within the committees of the American Association of State Highway and Transportation Officials (AASHTO), while also participating in activities of the Transportation Research Board (TRB).

Early in his career DeMers served as a consultant to State DOTs on transportation planning and corridor planning initiatives, with a focus on freight management and operations. In this role, he advised State DOT's in creating federally compliant statewide freight plans and various multimodal freight analyses.

DeMers earned a bachelor's degree from Tufts University and graduate degree in urban planning from Harvard University.
