Associate Administrator for Administration

Arlan Finfrock

Arlan Finfrock has served as FHWA’s Associate Administrator for Administration since January 2019, leading and directing the Agency’s mission support functions, including the:

  • Offices of Human Resources
  • Information Technology and Data Services
  • Discretionary Grants and Workforce Programs; and
  • Management Services.

His responsibilities also include an array of employee engagement functions such as the Physical and Mental Wellness Program, and he chairs the Grants Management Advisory Council and Information Technology Investment Review Board.

Finfrock began his career with FHWA in 1992 as a student intern and has been with FHWA for over 20 years, working in wide range of acquisition and grants management functions. From March 2011 to June 2012, he served as the Chief of Acquisition and Grants Operations where he led contracting and assistance support for FHWA Headquarters program offices. Other roles he has held include Division Chief for Assistance Agreements and Acquisition Services; Contracting Officer - Team Leader supporting the Turner-Fairbank Highway Research Center; and Contract Specialist.

From 2013 to 2019, Finfrock served as FHWA’s Chief Acquisition Officer where he led the Office of Acquisition and Grants Management and its nationwide contracting and Federal assistance programs. Finfrock also served in the SES position of Deputy Director for the National Oceanic and Atmospheric Administration's (NOAA) Acquisition and Grants Office, where he provided leadership to NOAA's $3 billion annual contracting and grants program.

Finfrock holds a Bachelor of Science Degree in Public Administration and a Master of Business Administration Degree from George Mason University.
