Roles and Responsibilities:
  • Oversees financial management of Office of Research, Development, and Technology (RD&T) funding allotments and provides financial reconciliation and reporting for all additional funding sources
  • Provides oversight of the research and technology (R&T) Financial Management System (FMS) for RD&T and stewardship of FMS for all Federal Highway Administration (FHWA) offices. Is the main point of contact for FMS data requests
  • Supplies ongoing improvements to the FMS and other RD&T financial and fiscal management processes and procedures  
  • Is a member of the Financial Oversight Committee composed of financial managers from the U.S. Department of Transportation headquarters (HQ) and program offices. The committee collaborates on financial matters within FHWA and serves as an advisory group to make recommendations to the R&T Leadership Team. Designed the newly created fiscal year 2018 and 2019 FMS structure to be used by all HQ program offices  
  • Captures and reports all “unobligated” carryover funds at RD&T for all FHWA program offices
  • Helps coordinate the preparation of the Annual Financial Integrity Review (FIRE) requirement reports  
  • Develops bimonthly unobligated balance report for all FHWA program offices
  • Establishes the new annual modal research plan (AMRP) structure in FMS
  • Provides FIRE integrity review
  • Establishes new Transportation Pooled Fund Program guidelines
