R&T Portfolio: Program Delivery
The Federal Highway Administration’s (FHWA’s) Safety Program Delivery focuses resources on activities that address the Nation’s most critical safety challenges by providing new tools and innovations, research, and training. Emphasizing performance-based, data-driven solutions, the program is built on focus areas identified from safety data provided by States and other modal agencies at the U.S. Department of Transportation.
Program Objectives:
- Implement FHWA safety programs’ legislative requirements.
- Strengthen States’ abilities to implement a performance-driven safety program by sharing information, training, and assistance.
- Improve technical capacity of transportation safety professionals at all levels of Government to advance safety programs.
- Create practical applications of the Department’s Safety Data Initiative to enhance understanding of crash risk and ability to mitigate such risk.
- Evaluate the results of FHWA Safety Program Delivery implementation efforts.
Safety Program Delivery guides implementation, stewardship, and oversight of safety programs required by legislation. FHWA also interprets and communicates laws, regulations, and policy to partner agencies.
Spotlight Project: Highway Safety Improvement Program
Safety Program Delivery ensures oversight and stewardship of the $2.6 billion Highway Safety Improvement Program, a core Federal-aid program to achieve a significant reduction in traffic fatalities and serious injuries on public roads. Safety Program Delivery provides States with training and technical assistance, on proven, efficient, and cost-effective safety solutions.

FHWA provides technical assistance to help State and local agencies effectively manage and deliver national highway safety programs. Safety Program Delivery provides training and assistance with tools to support data-driven decisionmaking and planning of safety programs.
Spotlight Project: Roadway Safety Professional Capacity Building
The Roadway Safety Professional Capacity Building (RSPCB) program provides resources to help safety experts and specialists develop critical knowledge and skills within the roadway safety workforce. The objectives of the program include providing education resources to safety practitioners, offering technical assistance, bridging gaps in the knowledge base, and assisting with safety strategic planning.

FHWA performs program assessments, prepares annual reports, and evaluates safety solutions to evaluate performance and identify gaps in existing safety efforts.
Spotlight Project: State Target Achievement Assessment
FHWA determines whether a State has progressed significantly toward its safety performance goals each year. A State is considered to have met or made significant progress when at least four of the five safety performance targets are met, or the actual outcome for the safety performance target is better than baseline performance.
