R&T Portfolio: Innovative Finance and Delivery
Innovative Finance and Delivery research activity at Federal Highway Administration (FHWA) develops tools, training, and technical assistance resources to support the transportation community’s adoption of modern project finance and procurement methods for public infrastructure projects. These research and technology deployment efforts focus on tolling, value capture, alternative contracting methods (e.g., public-private partnerships), and innovative finance plans.
Program Objectives:
- Increase consideration of innovative finance project revenue options, such as user fees and value capture, via research, training, and technical assistance.
- Increase consideration of the Public-Private-Partnerships (P3) delivery option for major projects by providing the U.S. transportation community with the most complete, up-to-date body of knowledge on P3s.
- Support the accrual of P3 knowledge by industry practitioners and advisers in the areas of planning/evaluation, procurement, and monitoring/oversight.
FHWA provides educational materials and training for State and local partners on use of project finance tools. FHWA also provides project-specific technical assistance to public partners using Federal-aid for project funding.
Spotlight Project: Educational Materials About Value Capture
FHWA is developing educational materials describing the successful implementation of value capture techniques to support State and local partners interested in using value capture to help fund projects. Value capture provides a new local funding source for projects via the incremental property value generated by the project itself.

Spotlight Project: Database of Projects Using Alternative Contracting Methods
FHWA is developing an indepth database of major projects advanced using alternative contracting methods. The database would provide detailed information on selected projects, building on an initial database of more than 130 major U.S. highway projects.
